Asylum Application Help Center

New York City faced a significant challenge in managing a historic level of asylum seekers, struggling to provide adequate shelter and food for a growing population. The City needed to help asylees acclimate to a point of self-sufficiency. Thus, the establishment of the Asylum Application Help Center by Mayor Eric Adams marked a pivotal step towards providing necessary assistance in what can be a complicated and challenging portion of an asylee’s journey.

However, the complexity and volume of cases required a specialized staffing solution that could offer not only support in the application process but ensure that support also possessed multilingual skills and cultural sensitivity to address the diverse needs of asylum seekers effectively.

In response, On Call Counsel deployed more than 300 immigration attorneys, supervising attorneys, and legal support staff with proficiency in the languages spoken by the asylee population. We also scheduled and managed staff using our GPS enabled mobile app, which ensured all staff were onsite when clocking in and out.

Originally planned as a six-week project at a single location, the initiative rapidly expanded in scope due to its success, extending over eighteen months and growing to encompass five different locations. Our comprehensive approach went beyond facilitating asylum applications: it also covered temporary protective status and work authorization processes.

Legal Staffing for Large City Governments

This large municipality is organized into more than 50 agencies, each with its own legal needs. In the past, whenever one of those agencies needed to bring on attorneys or legal support staff, it had to issue its own Request for Proposals. That process could take months to complete before a single hire was made.

During those long procurement cycles, urgent projects often stalled because no staff could be brought in until the RFP was finished. Bill rates varied from agency to agency, making budgeting unpredictable. Experience requirements across city agencies were inconsistent, which meant that the quality of hires could differ dramatically depending on who was managing the process.

Each agency had its own way of handling reporting, so there was no citywide view of how legal staffing was being used. Invoicing and contract management were also separate, creating extra work for internal teams and slowing down payment approvals.

The result was a system that was slow, inefficient, and costly. Agencies with similar needs were repeating the same procurement process over and over again, wasting valuable time and resources.

What was needed was a single contract that all agencies could use, one that would remove the need for separate RFPs, create consistent bill rates, set clear experience requirements, centralize reporting, and simplify billing. The goal was to move away from dozens of disconnected procurements toward a unified process that still allowed each agency to make its own hiring decisions.

This City’s Law Department introduced a master legal staffing contract that any City agency could access. This allowed agencies to bring on qualified attorneys and legal support professionals without having to run their own RFPs. The process became faster and far more consistent, with standardized bill rates and experience requirements, citywide reporting, and a single set of billing procedures.

This shared agreement also made it possible for the City to respond quickly to new and urgent legal needs. Projects that would have taken months to staff under the old system could now be launched in a fraction of the time, without sacrificing quality or compliance.

To support the program, OCC created custom systems for ordering, time tracking, and billing. The platform allowed for matter-specific time capture in six-minute increments, provided automatic budget alerts, and consolidated invoicing across all participating agencies.

Since this model was put in place, OCC has staffed a total of 629 attorneys and legal support professionals across the City.

Legal Staffing for a Prestigious Government Agency

A large government agency was facing a growing backlog of due-process hearings that required timely resolution. The work was essential but project-driven, and leadership was reluctant to bring on permanent attorneys for fear of being overstaffed once the backlog eased. As filings continued to increase, the department lacked the flexible legal support needed to keep pace, creating delays in case processing and putting pressure on existing staff.

In 2014, the Agency partnered with On Call Counsel to provide project-based attorneys at scale, and that partnership has continued to this day. Over the years, OCC has built a program that not only delivers attorneys when needed but also ensures those attorneys are prepared, supported, and able to succeed in the Agency’s environment.

While it may seem straightforward, simply supplying more attorneys, the reality required a tailored approach. OCC designed custom recruitment, screening, and support systems to meet the Agency’s unique requirements and to keep attorneys engaged through a lengthy hiring process.

The first challenge to address was the size of the talent pool. Limiting recruitment to one city wasn’t sustainable, so OCC expanded its search nationally. This allowed them to attract attorneys from regions where public sector compensation was more competitive, ensuring a steady pipeline of qualified candidates.

From there, OCC focused on building the right systems to make the program work. They introduced technology-driven tools such as a chatbot-based pre-screening system that validates bar admission, availability, remote readiness, and compliance with hiring policies, filtering out unqualified applicants early. To prepare candidates for the Agency’s virtual systems, OCC created a PC Literacy Tech Check with real-world scenarios, reducing onboarding delays and ensuring productivity from day one.

Because the hiring process could stretch for months, OCC kept candidates engaged through ongoing communication and regular updates, ensuring strong attorneys remained interested until placement. At the same time, OCC’s recruitment engine ran continuously so the Agency always had qualified candidates ready to move forward as soon as new openings were approved.

Operationally, OCC integrated its systems with the Agency’s approval workflows and trained every attorney on time-entry procedures before starting. Their recruiters, many of them JDs and attorneys themselves, continued coaching during the first weeks of assignments to prevent errors and keep the program running smoothly.

As the partnership grew, OCC scaled its team by adding recruiters dedicated to the program and drawing on more than 70 in-house developers to adapt our systems for evolving needs such as credential validation, data privacy, and billing.

Since the program began, OCC has collectively delivered over 370,000 hours of legal support.
